Mulcher Tractor Mounted Safe Work Method Statement (SWMS)

• Entanglement, crushing and impact injuries from moving parts, such as the blades, belts and drums.
• Dust, noise and vibration hazards that may cause respiratory problems, hearing loss or musculoskeletal disorders.
• Fire and explosion hazards due to the buildup of flammable materials such as dry leaves and branches.
• Electrical hazards due to the use of electric-powered mulchers.
• Chemical hazards due to the use of pesticides, herbicides and other chemicals to control vegetation.
• Slips, trips and falls due to uneven terrain, wet or slippery surfaces and obstacles on the ground.
• Traffic hazards due to the proximity of the work area to roads and other vehicles.

Controls: To mitigate the hazards and risks associated with the use of mulcher tractor mounted machines, the following controls should be implemented:

1. Personal Protective Equipment (PPE): All personnel operating, maintaining or repairing mulcher tractor mounted machines must wear the following PPE:

• Hard hat
• Safety glasses or goggles
• Ear plugs or ear muffs
• Respirator mask if required
• Gloves
• Steel-toed boots

2. Training and Induction: All personnel must receive training and induction on the safe operation, maintenance and repair of mulcher tractor mounted machines before commencing work.
3. Maintenance and Inspection: Mulcher tractor mounted machines must be regularly maintained and inspected to ensure that they are in good working order. Before each use, the following checks must be performed:

• Check the blades, belts and drums for damage or wear.
• Check the brakes, steering and other controls for proper operation.
• Check the fuel, oil and other fluid levels.
• Check the tires for proper inflation and wear.
• Check the electrical system for loose connections, damaged wires or other faults.

4. Work Area Preparation: Before starting work, the work area must be prepared to ensure that it is safe and free from hazards. The following steps should be taken:

• Clear the work area of debris, obstacles and other hazards.
• Mark the boundaries of the work area with cones or barriers.
• Ensure that the work area is well lit and visible to other vehicles and pedestrians.
• Ensure that the mulcher tractor mounted machine is parked on a level surface.

5. Operational Controls: The following operational controls should be implemented when using mulcher tractor mounted machines:

• Do not operate the machine unless you are authorised and trained to do so.
• Ensure that all guards and safety devices are in place and in good condition.
• Do not wear loose clothing or jewellery that may become entangled in the moving parts.
• Keep your hands and feet away from the moving parts.
• Use a ground guide to assist with manoeuvring the machine if necessary.
• Do not use the machine near electrical lines or other hazards.
• Always maintain a safe distance from other personnel and vehicles in the work area.

6. Emergency Procedures: Emergency procedures should be in place in case of accidents, incidents or other emergencies. The following procedures should be followed:

• If an accident or incident occurs, stop the machine immediately and assess the situation.
• Call for medical assistance if necessary.
• Follow the company’s reporting and investigation procedures for accidents and incidents.
• Have a fire extinguisher and first aid kit readily available.
